Hon'ble Justice B. K. Misra
Acting Chairperson, OHRC

Born on 2nd June 1951 in Angul in a family of Judges and Lawyers. After completing higher education and acquiring LL.B. Degree, joined the Odisha Judicial Service in August, 1976 and worked in different capacities both on civil and criminal side. Justice Misra had worked in different capacities in the Hon’ble High Court of Odisha including Registrar (Inspection & Inquiry), spanning over a period of 10 years in different spells. He was District & Sessions Judge in the undivided Districts of Puri-Nayagarh, Ganjam-Gajapati and Cuttack-Jajpur-Kendrapara-Jagatsinghpur. During his incumbency as Member Secretary, Odisha State Legal Services Authority Shri Misra had attended many National and International Conferences organized by the Government of India in collaboration with the United Nations in spreading legal literacy in the country and to make the marginalized sections of the society aware of their rights and duties. Besides that he participated in the Commonwealth Judges Conference in the year 2005 on Alternate Disputes Resolution Mechanism. During his stint as Member Secretary, Odisha State Legal Services Authority, a Tele Film was produced by the Doordarshan Kendra, Bhubaneswar on a real matrimonial dispute solved in a Lok Adalat at Sakhigopal in the year 1993 which was adjudged as the 2nd best Tele Film in the India International Film Festival, Goa 2005. Legal aid movement in the State of Odisha attained new heights when Justice Misra was the Member Secretary, State Legal Services Authority, Odisha and received accolades from the Parliamentary Standing committee while reviewing the performance of the Legal Services Authorities. Justice Misra was elevated to the Bench as a Judge of the High Court of Odisha on 25th January 2011 while working as the District & Sessions Judge, Cuttack-Jajpur-Kendrapara & Jagatsinghpur. On 14th August, 2013 Justice Misra was appointed as the Member of the State Human Rights Commission. Since 18th November,2013 he is functioning as the Acting Chairperson of OHRC. With his rich and varied experience in the administration of justice and his dispensation for the poor and down trodden, the Commission is reassured of delivering even handed justice to the victims of violation of human rights as well as in protecting and promoting the cause of human rights in the State.
